Dubai Future Foundation and IBM Study Finds UAE Leading in AI Governance Implementation

Dubai: Dubai Future Foundation (DFF), in collaboration with IBM Institute for Business Value, has released a comprehensive global study focused on the importance of artificial intelligence governance. The study emphasizes AI governance's critical role in helping institutions scale AI adoption effectively, with a focus on confidence, resilience, and long-term impacts.

According to Emirates News Agency, the study titled 'Orchestrating AI at scale for sovereignty and resilience,' reveals that the UAE is at the forefront globally in adopting AI orchestration platforms. It states that 20% of organizations in the UAE are currently implementing AI governance platforms, a significant lead over the global average of 12%.

The study gathered insights from over 1,000 senior executives across 20 countries and 23 sectors. It examines how organizations are adapting their AI governance approaches to improve performance, adaptability, and operational resilience in the face of rapid global changes. It highlights that 98% of UAE executives believe that factoring sovereignty into their business strategies is essential, compared to 93% of global executives.

UAE organizations report slightly less concern than their global counterparts regarding AI complexity management. While 48% of UAE executives express difficulties in managing AI asset complexities, this is lower than the global figure of 52%.

The findings show that organizations with structured AI governance frameworks are better equipped to scale AI deployments, achieve superior business outcomes, and attain higher returns on investment. However, only 13% of organizations in the UAE apply comprehensive AI governance across all initiatives, indicating potential for further advancement.

Khalfan Juma Belhoul, CEO of the Dubai Future Foundation, emphasized the critical role of AI in both public and private sectors, aligning with the 'Dubai Universal Blueprint for Artificial Intelligence,' initiated by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. He stressed the UAE's commitment to building a resilient digital economy and maintaining its leadership in advanced technologies.

Saad Toma, General Manager of IBM Middle East and Africa, highlighted AI's integration across core business processes, governance, and management as strategic priorities. He noted that orchestration-led AI adoption offers the necessary control and coordination to ensure operational stability and continuous value delivery.

The study indicates a strong momentum in AI investments, with approximately 68% of UAE organizations and 67% globally expected to adopt AI systems at scale by 2030. Despite this, challenges remain in achieving sustainable value from AI investments, particularly regarding productivity, revenue growth, and operational efficiency.

The report underscores the limitations of traditional compliance-based governance and advocates for integrated, capability-driven AI governance models to enhance performance and returns on investment. Some organizations report up to six times greater productivity impact from AI initiatives when adopting these advanced governance models.
