Dubai’s Tourism Industry Achieves Third Successive Record-Breaking Year with 19.59 Million International Visitors in 2025

Dubai: Strategic partnerships, global marketing campaigns, and major events contributed to Dubai welcoming 19.59 million international overnight visitors in 2025, marking a 5% increase compared to 18.72 million arrivals in 2024, according to data published by the Dubai Department of Economy and Tourism (DET), and a third successive year of record-setting figures. The city ended the year by welcoming more than 2 million visitors in a single calendar month for the first time in December, building strong momentum heading into 2026.

According to Emirates News Agency, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, stated that the remarkable annual performance of the city's tourism industry reflects the strategic vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the ambitious goals set out in the Dubai Economic Agenda, D33. The city's growth in international visitation was driven by the leadership's commitment to creating opportunities, enhancing infrastructure, and forging strong global partnerships.

Growth in key regions saw DET's diversified market strategy, delivered in collaboration with domestic stakeholders and more than 3,000 international partners, showcase Dubai to new and returning visitors. This led to an increase in arrivals from key regions, with the GCC and MENA markets having a combined 26% share of overall visitors. Western Europe remained the largest source market to Dubai, followed by CIS and Eastern Europe, South Asia, and other significant regions.

Helal Saeed Almarri, Director General of DET, emphasized that Dubai's 2025 tourism performance reflects the strength of the emirate's economic model, which is anchored in effective public-private collaboration. Tourism continues to be a key driver of economic diversification, significantly contributing to the emirate's GDP and supporting the D33 ambition to double the size of Dubai's economy by 2033. The hospitality sector recorded impressive results, with new property openings and strategic initiatives enhancing Dubai's appeal to international audiences.

The year 2025 also saw the introduction of initiatives aimed at driving growth in Dubai's hospitality sector. The Hotel Incentive Programme for investors was launched to stimulate development in high-growth areas, alongside a citywide introduction of a contactless hotel guest check-in solution. Marketing campaigns like 'Find Your Story' and partnerships with global organizations further supported the goals of the D33 Agenda.

Dubai's commitment to sustainability and safety was recognized globally, with the city receiving multiple accolades. Notably, Dubai was named the first Certified Autism Destination in the Eastern Hemisphere and ranked as one of the world's top ten safest cities. The emirate's culinary scene also gained recognition, with several restaurants and hotels receiving prestigious awards.

Looking ahead, Dubai plans to accelerate its D33 vision with infrastructure advancements and cultural milestones. New developments, including the expansion of Al Maktoum International Airport and the construction of the Dubai Metro Blue Line, are set to further integrate neighborhoods and enhance accessibility, solidifying Dubai's position as a premier global destination.
