Dubai: The Government of Dubai Legal Affairs Department has released its 2025 Annual Report, detailing its key performance indicators and institutional milestones. The report provides a comprehensive record of the initiatives and activities undertaken to fulfil the Department's strategic objectives in both the government and professional legal sectors.
According to Emirates News Agency, the report highlights the Department's efforts in driving amicable settlements, conducting 684 mediation sessions in 2025 to resolve complaints against government entities. It underscores the Department's legal representation achievements, securing a 92% favourable ruling rate in lawsuits involving government entities. The Department received 497 enforceable judgments and writs of execution, with check-related enforcement claims making up over 32% of the total volume.
The report notes the Department handled 291 requests for legal support, covering legislative assistance, legal advisory, and formal legal opinions. It drafted and reviewed 689 contracts and agreements, with a cumulative value exceeding AED54 billion, reflecting a year-on-year increase of over 5%. This growth underscores the trust and collaboration between the Department and various government entities.
The Mediation Training Project for civil and commercial disputes is also highlighted, with four new cycles of the Accredited Mediators Programme conducted in 2025. A total of 82 participants completed the programme, a 9.3% increase from 2024, with over 80% being government employees.
The report details the Department's commitment to empowering the legal profession and supporting Dubai's economic growth. By enhancing a professional legal framework, the Department ensures high-quality legal services that meet the needs of Dubai's competitive investment environment. The strategic approach caters to the demand for diverse specialised legal expertise in a city that is a regional and global economic hub.
By the end of 2025, legal consultancy professionals in the emirate represented 91 nationalities. A total of 84 branches of international law firms were licensed and registered with the Department. Dr. Lowai Mohamed Belhoul, Director-General, emphasised the achievements as a testament to the Department's commitment to continuous development and alignment with the strategic objectives of the Government of Dubai.
Dr. Belhoul explained that the report marks the successful culmination of the Department's 2023-2025 strategic cycle, leading to a new phase in institutional development. This phase focuses on adopting international best practices and enhancing governance frameworks to align with future requirements.
The Department aims to leverage artificial intelligence and emerging technologies to advance its strategic priorities, ensuring enhanced service quality and efficiency. This commitment reinforces Dubai's global standing in legal sectors and contributes to sustainable development.
