Humaid bin Rashid Introduces New Law for Procurement and Inventory Management in Ajman


Ajman: H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, has enacted Law No. (3) of 2025. This legislation focuses on procurement, contracts, and inventory management within the Ajman Government, aiming to enhance financial governance and modernize administrative systems in compliance with international standards.



According to Emirates News Agency, the newly issued law seeks to regulate purchasing operations, manage contracts, and handle government assets to ensure economic efficiency, transparency, equal opportunity, and fairness. The law emphasizes safeguarding and managing public assets, while promoting integrity, openness, and sound governance in government contracting.



The law introduces unified rules and procedures for procurement and inventory management across government entities. It also activates an electronic procurement system to improve user experience and ensure confidentiality and reliability. Additionally, it establishes detailed mechanisms for bid evaluation, awarding, contracting, and implementation, all in the public interest.



Effective 30 days post-issuance, the law mandates government entities to adopt annual procurement plans and prioritize sustainable procurement practices. These practices will consider economic, social, and environmental factors, aligning with Ajman’s smart transformation strategy and sustainability goals.



The Ajman Government highlighted that this law is a significant step in developing the emirate’s financial and administrative framework. It underscores the leadership’s commitment to global standards of transparency, governance, and fiscal responsibility, while enhancing Ajman’s competitiveness locally and internationally.
