Dubai: H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, has approved the 2025-2029 strategic plan for the Dubai Courts. The plan aims to drive innovation within Dubai’s judicial system and enhance its global stature.
According to Emirates News Agency, H.H. Sheikh Maktoum stated that the new strategic plan aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. This vision positions Dubai as a global model for advanced and efficient justice, reinforcing the emirate’s attractiveness as a prime location to live.
Sheikh Maktoum emphasized that the plan focuses on developing an innovative judicial system that meets global changes and future needs, ensuring efficient service to litigants and the swift delivery of justice. The plan advocates for continuous improvements and enhanced service quality through the adoption of cutting-edge technologies and AI.
H.H. Sheikh Maktoum highlighted efforts to reinforce Dubai’s leadership in streamlining litigation processes, implementing court rulings, and developing alternative dispute resolution systems. The plan aspires to establish Dubai as a preferred destination for judicial solutions, offering multiple options.
The strategic plan envisions judicial leadership and justice for a global city. It aims to ensure swift justice through an integrated system and innovative services, enhancing global confidence in Dubai by upholding justice, judicial independence, integrity, flexibility, and integration for a transparent legal ecosystem.
The plan is based on upholding the rule of law and strengthening trust in the judiciary as key pillars for effective justice and societal stability. It includes three strategic impact indicators, 27 performance indicators, and 42 initiatives and projects.
The strategy focuses on four key objectives: pioneering judicial performance, integrated judicial services, future-ready institutional capabilities, and an advanced digital judicial system. These objectives aim to optimize case preparation, enhance adjudication efficiency, and improve enforcement procedures.
Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, remarked on the rapid global changes and challenges that require Dubai Courts to lead judicial advancements. He emphasized the necessity of swift responses and sustainable solutions to meet modern societal needs.
Al Suwaidi mentioned that the Dubai Courts team dedicated a full year to developing this strategic plan, focusing on global alignment and judicial system effectiveness in the UAE. The plan relies on the latest technical and legislative solutions, investing in AI and modern technologies.
He concluded that the continuous development of the judicial system is essential to meet societal aspirations. The strategy represents a significant move towards realizing Dubai’s vision as a global exemplar in judicial efficiency, enhancing the standing of Dubai Courts internationally.
