Maryam Al Hammadi: Agile, AI-Enabled Governance Must Remain Rule-of-Law Based, Human-Led


Davos: Maryam bint Ahmed Al Hammadi, Minister of State and Secretary-General of the UAE Cabinet, emphasized that the UAE Government’s initiative to leverage Artificial Intelligence (AI) for enhancing its regulatory ecosystem is firmly rooted in the principles of rule of law. She stressed, “Agility must strengthen constitutional safeguards, equality, and human accountability. AI may inform decision-making, but responsibility and authority must always remain firmly human.”



According to Emirates News Agency, Al Hammadi made this declaration during her participation in a session titled ‘Regulating at the Speed of Code,’ held at the 56th World Economic Forum Annual Meeting 2026 in Davos. The session delved into expanding agile, AI, and data-enabled governance to reduce fragmentation and foster trusted, human-centric, and globally interoperable regulatory frameworks. The panel included Federico Sturzenegger, Yutaka Sasaki, Joel Kaplan, and was moderated by Nicholas Thompson.



Al Hammadi highlighted the UAE Government’s initiatives to advance its regulatory system’s agility in response to the rapid transformations of the Intelligent Age. This includes the most significant legislative transformation in the UAE’s history, updating 90% of federal legislation. She noted that this milestone sets the stage for developing the world’s first Regulatory Intelligence Ecosystem, aimed at modernizing legislative processes using AI for more efficient, faster, higher-quality, and agile legislation.



She reiterated that the UAE’s agile and AI-driven regulatory approach, through its Regulatory Intelligence Ecosystem, is pursued within a framework that upholds the rule of law and strengthens constitutional safeguards. The system will function with clear legal procedures and controls to enhance equality, legality, transparency, and trust while safeguarding privacy and data protection, ensuring due process with complete human oversight and accountability.



Al Hammadi also underscored the necessity of investing in human capital as the primary decision-maker in synergy with AI. This involves preparing legislators and legal professionals for the Intelligent Age by upskilling them to engage with AI tools and readying them for future hybrid professions that blend legal expertise with data and technology.



The session was attended by ministers, senior political leaders, CEOs, and representatives from leading global organizations, alongside members of the UAE delegation at the World Economic Forum Annual Meeting in Davos.
