MoHESR Unveils Updated Outcome-Based Evaluation Framework University Guidebook

Abu dhabi: The Ministry of Higher Education and Scientific Research (MoHESR) has released its updated Outcome-Based Evaluation Framework (OBEF) University Guidebook, designed to assist higher education institutions (HEIs) in thriving within an outcome-focused environment.

According to Emirates News Agency, the OBEF marks a significant transition towards evaluating institutional performance based on outcomes and acquired skills instead of traditional inputs. This framework is a data-driven performance measurement system that allows institutions to track progress, benchmark performance, and drive continuous improvement using reliable evidence and well-defined metrics, encapsulated in 24 key performance indicators (KPIs).

The framework organizes performance into six key pillars, each with specific weightings: Employment Outcomes (25 percent), Learning Outcomes (25 percent), Industry Collaboration (20 percent), Research Outcomes (15 percent), Reputation (10 percent), and Community Engagement (5 percent).

The updated OBEF emphasizes a coherent and clear evaluation approach, supporting evidence-based decision-making and highlighting the importance of accurate, well-governed data systems.

A notable addition to the OBEF is the assessment of institutions' Potential for Future Readiness. This label evaluates the alignment of HEIs programs with emerging skills required for the future labor market due to technology adoption and the integration of AI-enabled teaching and learning.

The Guidebook sets expectations for quality and accountability, guiding HEIs in aligning internal policies, systems, strategic plans, data infrastructure, and practices with national standards.

Several KPIs rely on multi-year averages rather than single-year results, detailing methods to monitor sustained enhancement.

The updated Guidebook is the result of technical workshops aimed at incorporating HEIs' input to ensure clarity of understanding and uniformity of application. These sessions, attended by 735 representatives from all UAE-based HEIs, facilitated detailed discussions on KPI definitions, calculation methodologies, and building a shared understanding, highlighting its benefits in strengthening self-assessment. These workshops underscore the partnership between MoHESR and HEIs, demonstrating the Ministry's commitment to enhancing higher education quality and contributing to a knowledge-based economy.

The OBEF is part of MoHESR's comprehensive system aligning with the UAE's Zero Government Bureaucracy programme by streamlining evaluation procedures, removing the need for HEIs to submit extensive and redundant documentation, and speeding up the overall evaluation process.

The Ministry will continue to support HEIs through capacity-building initiatives to ensure effective framework implementation and boost the UAE's higher education system's regional and global competitiveness.
