Dubai: The Ministry of Human Resources and Emiratisation (MoHRE) has issued a new resolution that details the responsibilities and obligations of business centres, along with the administrative and legal penalties for any violations committed by these centres or their employees.
According to Emirates News Agency, the business centres in question are private-sector entities that support establishments and individuals seeking to access the Ministry's services. Ministerial Resolution No. (0702) of 2025 has been introduced as part of MoHRE's ongoing efforts to enhance governance, adapt to the rapid growth of the labour market, and ensure the reliability and transparency of services provided by business centres.
The resolution mandates that business centres must pre-screen employees before granting them access to MoHRE's systems, maintain the privacy of customer data, and uphold the integrity of information and documents. It also outlines violations that could lead to penalties, such as operating outside the authorised scope, failing to establish genuine employment relationships, engaging in human trafficking, and employing workers without valid permits.
Providing incorrect information to MoHRE and participating in 'Fake Emiratisation' schemes are also considered violations. The resolution further details the consequences for employees who misuse their access to MoHRE's systems, which could lead to legal action and potential referral to the judiciary if governance procedures are breached.
