Sharjah Ruler Enacts Law Modifying Human Resources Policies for Military Personnel

Sharjah: His Highness Sheikh Dr. Sultan bin Muhammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued a new law amending Law No. (2) of 2021, which pertains to human resources for military personnel in regulatory bodies within the emirate.

According to Emirates News Agency, the amendment specifically modifies Article (22) of the current law. The changes include the establishment of promotion and retirement committees within regulatory bodies, composed of experienced and qualified members. These committees will be tasked with interviewing candidates for promotion or retirement to ensure compliance with the set requirements of the law and its regulations. Their recommendations will then be submitted to the relevant authority.

Furthermore, the law stipulates that proposals for the promotion or retirement of officers holding the rank of lieutenant colonel and above in all regulatory bodies will be forwarded to the Ruler for approval at specified intervals. This will be done through the Legal Department of the Government of Sharjah, as per the regulations. Promotions or retirements of officers up to the rank of major, as well as non-commissioned officers and personnel, will continue to be approved by their respective regulatory bodies.

In addition to these changes, the amendment replaces Article (35) of Law No. (2) of 2021. It introduces the establishment of a Police Judiciary Council, which will be responsible for reviewing disciplinary violations and imposing penalties in accordance with the professional discipline and workplace conduct framework detailed in the regulations. The council's formation and membership term will be decided by the Executive Council, with members representing various regulatory bodies.

The regulations will define the council's operating procedures, as well as the mechanisms for appealing its decisions. Importantly, the council's decisions must include detailed reasoning and will not be considered final until ratified by the head of the regulatory body to which the violator belongs.
