UAE Strengthens Cultural and Creative Industries with New Initiatives

Dubai:The UAE is integrating culture and creativity into its economic framework, connecting it with production, financing, intellectual property rights, distribution, and markets to unite talent, projects, products, and audiences.

According to Emirates News Agency, the UAE's initiatives in 2026 demonstrate an expanding cultural and creative industries ecosystem. This includes sectors such as publishing, film, gaming, design, content production, financing programs, and talent development, all contributing to the growth of new products, markets, and business opportunities within the creative economy.

Dubai has maintained its status as the top global destination for attracting new foreign direct investment (FDI) projects in the cultural and creative industries for four consecutive years by 2025. The emirate drew 754 projects, resulting in $3.756 billion in capital investment and creating over 19,300 new jobs. These projects include advertising and public relations, programming and digital services, film and media production, electronic gaming, creative technology, education, design, and architecture.

The publishing sector is a clear example of this growth. The 35th Abu Dhabi International Book Fair hosted 1,200 exhibitors from 95 countries, featuring around 1,500 events. On the first day of the fair, book sales rose by 97%, the number of books sold increased by 108%, visitor numbers grew by 11%, and total sales were up by 93% compared to the previous year.

In 2026, Menassah Distribution made 1,004 titles from 75 UAE-based publishers available, representing 8,500 books. The National Media Authority reported issuing over 100,000 permits for books and publications in 2025 and processing nearly 1.2 million titles entering the UAE. Additionally, studies by Sharjah Publishing City project the UAE's publishing market to grow from $260 million to $650 million by 2030.

The cinema sector generated over AED 734 million in box-office revenue in 2025, with more than 14.8 million tickets sold for approximately 1,270 films. In digital gaming, revenues reached AED 2.7 billion, and the number of reviewed and classified games increased to 552 from 375 in 2024.

Dubai has also launched the 'Dubai Design Sector Strategy 2033' to enhance the design industry's competitiveness. The strategy aims to increase enrollment in design education by 20%, support 500 existing projects, incubate over 100 new projects, and attract four million visitors by 2033. It covers fashion, product design, architecture, and graphic design.

Dubai Culture introduced the 'Stories of Wulfa' competition to create an animated series inspired by Emirati culture, offering AED 2 million in funding for development, production, and distribution.

The Ministry of Culture has announced the fifth cycle of the National Grant Programme for Culture and Creativity, supporting Emirati creatives in fields like writing, music, film, and visual arts. The program covers creativity and production, distribution, skills development, and international travel. Additionally, the 2026 Cultural Public Benefit Associations Subsidies and Grants Programme aims to enhance cultural associations and artistic groups. This initiative supports projects in cultural festivals, education, creative production, literature, music, and more, to strengthen national identity and broaden cultural participation.
