Dubai Chamber Issues 5,357 ATA Carnets in 2024 Worth AED4.3 Billion

Dubai: Dubai Chamber of Commerce, one of the three chambers under Dubai Chambers, has announced that a total of 5,357 ATA Carnets were issued and received in 2024 for goods valued at AED4.3 billion. These figures underscore the momentum in Dubai's exhibitions, conferences, and events sector, closely linked with ATA Carnets.

According to Emirates News Agency, ATA Carnets are crucial in organizing global events by enabling duty-free and tax-free temporary import of goods for up to one year. This facilitates participation for exhibitors and ensures smooth operations of international exhibitions and conferences. Khalid AlJarwan, Vice President of Commercial and Corporate Services at Dubai Chambers, highlighted the system's role in simplifying customs procedures for exhibitions, enhancing Dubai's appeal as a global events destination.

The system results from collaboration between the Dubai Chamber of Commerce and partners, including Dubai Customs and the Federal Customs Authority. An ATA Carnet acts as a 'merchandise passport,' allowing goods to cross borders temporarily without customs duties. Eligible items include trade fair goods, commercial samples, professional equipment, and more, while perishable items and goods for processing or repair are excluded.

The ATA Carnet system, part of the Istanbul Convention of 1990 under the World Customs Organisation, allows business travelers to complete customs procedures at a fixed cost, offering the flexibility to visit multiple countries with one carnet. This ensures seamless customs clearance and re-exportation without delays or unexpected costs.

ATA Carnets provide significant cost savings by exempting exporters from VAT and customs duties, eliminating the need for security deposits with customs, and simplifying border crossings with a single document for all customs formalities.
