RAK Ruler Issues Law Regulating Autonomous Vehicles in Ras Al Khaimah

Ras al khaimah: H.H. Sheikh Saud bin Saqr Al Qasimi, Supreme Council Member and Ruler of Ras Al Khaimah, has issued Law No. (1) of 2026 concerning the regulation and operation of autonomous vehicles in the emirate. This law marks a legislative milestone reflecting Ras Al Khaimah's vision for smart mobility and its commitment to technological advancements within a legal framework prioritizing safety, security, and rights protection.

According to Emirates News Agency, the law assigns Ras Al Khaimah Transport Authority (RAKTA) the responsibility of regulating autonomous vehicles' operation in the emirate. It establishes a legal and technical framework for safe deployment, data governance, cybersecurity, and defines operators and users' responsibilities. It mandates digital monitoring mechanisms and periodic reporting for compliance with safety and quality standards.

Eng. Esmaeel Hasan Al Blooshi, Director General of RAKTA, stated that the law enhances road safety and ensures safe autonomous vehicle operation. It sets a framework covering operational regulation, data governance, cybersecurity, and legal responsibilities, with RAKTA overseeing implementation and issuing necessary regulatory decisions for a structured transition towards smart mobility.

The law aims to enhance road safety and reduce human error through public safety requirements, including safe mode transition during operational failures, connectivity with secure control centers, and management of transparent operational records. It addresses digital and cybersecurity aspects, defines operators' obligations, ensures service accessibility for all, including People of Determination, and emphasizes community awareness through campaigns and educational materials.

The law strengthens Ras Al Khaimah's position in legislative experiences, creating a regulatory environment for investment, research, and development in AI and smart mobility, balancing innovation with protection of lives, property, and data. It takes effect upon issuance and publication in the Official Gazette, with RAKTA responsible for implementing provisions and issuing regulatory decisions for a secure transition to autonomous vehicles in the transport sector.
