UAE President Establishes National Anti-Narcotics Authority, Appoints Zayed Al Nahyan as Chairman

Abu dhabi: President His Highness Sheikh Mohamed bin Zayed Al Nahyan has issued a federal decree-law establishing the National Anti-Narcotics Authority and appointed Sheikh Zayed bin Hamad bin Hamdan Al Nahyan as its Chairman. This initiative aims to enhance the national framework for combating narcotics and unify federal and local efforts to ensure the safety of the UAE community.

According to Emirates News Agency, the newly established Authority will replace the General Department of Anti-Narcotics in the Ministry of Interior and will function as an independent federal entity under the UAE Cabinet. It is tasked with formulating and implementing comprehensive policies, legislation, and strategies to combat narcotics. This includes tracking and dismantling smuggling and distribution networks in coordination with relevant authorities at both the federal and local levels.

The Authority's responsibilities align with the UAE's strategic vision to strengthen community security and address drug-related crimes. Among its key mandates is tackling drug trafficking by coordinating with security and judicial authorities to ensure offenders face justice as per national laws.

The Authority will focus on developing public policies, legislation, and strategies related to combating narcotics. It will also establish necessary legislative and regulatory frameworks, submitting them to the Cabinet for approval to ensure they align with international best practices and address emerging challenges.

To prevent the entry or exit of narcotics, the Authority will coordinate with national entities to monitor and inspect individuals, goods, and transportation at entry points. It will continue to monitor activities suspected of drug smuggling or trafficking, enhancing the UAE's ability to address these threats swiftly.

In dealing with materials used in drug manufacturing, the Authority will propose regulations for handling "chemical precursors" used for non-medical purposes. This includes developing licensing mechanisms and customs clearance procedures, ensuring lawful use of chemicals and preventing their misuse.

To improve coordination between federal and local entities, the Authority will establish a centralized database accessible to all entities working on combating narcotics in the UAE. This database will enhance response to crises and facilitate information exchange to advance the efficiency of national policies and strategies.
