Department of Municipalities and Transport Unveils Binaa Digital Platform for Streamlined Building Permits

Abu Dhabi: In a significant move to enhance the efficiency of building permit processes, the Department of Municipalities and Transport (DMT) launched the Binaa digital platform at the Abu Dhabi Infrastructure Summit, hosted at the Abu Dhabi Energy Centre by the Abu Dhabi Projects and Infrastructure Centre. As part of the launch, a multi-party cooperation agreement was signed with key entities, including the Abu Dhabi Civil Defence Authority, Abu Dhabi National Energy Company (TAQA), and other stakeholders, to streamline procedures and facilitate data exchange in the construction sector.

According to Emirates News Agency, the Binaa platform, which is powered by artificial intelligence, marks a transformative approach in managing construction plans for new and existing developments across the Emirate. It aims to reduce processing times by up to 70%, identifying over-designs and minimizing unnecessary costs and environmental impacts without compromising structural safety. The platform is set to change the landscape of the construction sector by expediting approvals and authorizations.

Mohamed Ali Al Shorafa, Chairman of DMT, expressed his enthusiasm for the platform, stating, "We are pleased to launch Binaa alongside our strategic partners. This platform is a transformational step forward for Abu Dhabi's construction sector, and supports our goal of providing smart, AI-enabled services that streamline the permit issuance process while setting a new global benchmark for efficiency and transparency in government services."

Binaa will be implemented in phases, starting with a focus on new private villas, which receive about 20,000 applications annually. This phased rollout will allow stakeholders ample time to adjust to its features, enabling real-time project monitoring for architects, contractors, and developers.

Abdulla Mohamed Alblooshi, Acting Executive Director of the Planning and Infrastructure Sector at DMT, highlighted the platform's potential to set global standards for construction and building regulatory frameworks. He encouraged industry stakeholders to embrace the development and the opportunities it presents.

The platform leverages advanced technologies, including Building Information Modelling (BIM), virtual and augmented reality, to improve efficiency and ensure compliance with building codes. Its innovative features allow users to remotely explore construction sites and conduct detailed inspections, enhancing the overall review process through AI and advanced technologies.

The DMT noted that the system creates a unified platform where over 15 government entities can access essential documents, facilitating seamless coordination and ensuring comprehensive oversight of each project's progress from design to completion.
