Dubai: H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, has issued Resolution No. (2) of 2026. This Resolution grants law enforcement capacity to specific officials within the Government of Dubai.
According to Emirates News Agency, the Resolution emphasizes the significance of community partnership in maintaining the emirate's urban character and supporting Dubai's evolution as a sustainable city with a high quality of life. The Resolution is part of efforts to develop smart monitoring systems, encouraging community involvement in addressing negative practices while enhancing transparency and compliance with legal standards. This initiative aligns with Dubai's vision of a collaborative framework that strengthens a modern urban environment.
Under this new Resolution, Dubai Municipality will leverage the 'Eltizam' application to activate the role of officials endowed with law enforcement capacity. This digital platform allows select government officials and the public to monitor and document practices affecting the emirate's urban landscape. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, expressed that this strategic move enhances Dubai's smart oversight system, fostering a partnership with the community to address negative practices through the 'Eltizam' application.
Dr. Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee in Dubai, stated that the Resolution significantly enhances Dubai's legislative ecosystem. By linking law enforcement capacity to the 'Eltizam' application, the initiative introduces a community oversight model rooted in legal principles. This approach integrates legislative frameworks with advanced technology and community engagement, fostering a culture of compliance and positive engagement.
The Resolution outlines the framework for officials granted law enforcement responsibilities. Their duties include ensuring compliance with legislation related to public cleanliness, investigating violations, collecting information and evidence, and preparing official reports. Officials must adhere to principles of integrity, professional honesty, neutrality, and objectivity.
Additionally, the Resolution grants officials the power to seek police assistance, engage experts, and conduct inspections. The 'Eltizam' application reinforces community leadership, enabling officials to support positive change and compliance while involving the public in monitoring practices affecting Dubai's urban appeal.
Overall, this initiative reinforces Dubai's leadership in implementing innovative solutions to enhance quality of life, elevate the urban landscape, and maintain its position as a global model for sustainable cities.
